You can install an English language pack to translate many of the interface elements into English, but it's still the Taiwan version of Windows If you want a completely English version of Windows, you'll need to buy an English version of Windows and do a clean install.
Incidentally, the Taiwan version of Windows is about more than just the language. It also conforms to the styles and customs of Taiwan. That's why it's called a 'localized' version. It's a bummer, because you can buy technology in Taiwan that's both more advanced and less expensive than what is sold in the US or Canada.
